This probably highlights why guidelines are needed, to clearly document how 
they work.

In short, there are 2 levels of weak dependencies,


Recommends:  Weak, by default the dependency solver shall attempt to process 
the dependency
Suggests:    Very weak, by default the dependency solver shall ignore them
