Koji only uses yum to make the chroot's we have it on the list of things to add to koji supporting using dnf to install the chroot.

For your information:

Yesterday gdb package introduced "Remommends: dnf-plugins-core" in
rawhide [1]. gdb is required by rpm-build, which is a default package in
Koji f23 build group.

As a consequence minimal f23-build buildroot installed with DNF (default
mock config for rawhide) contains 22 additional packages compared to
buildroot installed with YUM (mock config used by Fedora Koji). The list
of extra packages is included below.

This may cause unexpected results or subtle differences between local
builds on packager machines and builds on Koji, so keep that in mind.

The list of extra packages:

bash-completion
deltarpm
dnf-conf
dnf-plugins-core
gpgme
hawkey
libcomps
librepo
libreport-filesystem
libsolv
python3-chardet
python3-dnf
python3-dnf-plugins-core
python3-hawkey
python3-iniparse
python3-libcomps
python3-librepo
python3-pygpgme
python3-requests
python3-urllib3
rpm-plugin-systemd-inhibit
rpm-python3
