No. The release part (here 1.1.2015050) should not contain any part of the upstream release number. The same goes for foo-3.80-1_1.rpm.

I think the reasonable options are foo-3.80_1-1.rpm or foo-3.80.1-1.rpm


I agree with Alec. May foo-3.80_1-1.rpm is better option in this case.
