I don't think it's documented entirely yet. I thought it was (as I
talked to you about on irc) but I was wrong.

Right now there are two main questions:
1. how to establish trust for someone to be given commit access?
2. the legal process.

now for #2 I know the red hat folks have gotten that one ironed out.

The people I, personally, know of with commit access outside of
@redhat.com are:

Michael Schwendt
Matthias Saou
Ville Skyttä

The only reason I know of them is b/c of the commits mailing list and I
saw their names. :)

So for #1 of above - I think that still needs some discussion. I'll bug
the various powers-that-be who give out access to cvs (@redhat.com
folks, obviously) and see if we have any general guidelines yet.
