I already use it in gdb.spec but I am not aware Recommends should not be used yet. But you are right https://fedoraproject.org/wiki/Packaging:Guidelines does not mention 'Recommends'. OTOH it also does not disallow it. It works fine with dnf-0.6.4-2.fc22 (yum-3.4.3-155.fc22 ignores it).
