%doc hasn't changed.  %__docdir_path is the list of paths where included
files are marked as documentation automatically.

%license macro usage is covered by:
https://fedoraproject.org/wiki/Packaging:LicensingGuidelines#License_Text

Such changes to the packaging guidelines usually are announced by the FPC
in their summary mails of what has changed.
