Isn't it Alpha freeze right now?

That shouldn't make any difference. The request for push to stable
isn't honored until the freeze is over. That's what's happened before
anyway.
Postponing execution the actual push is one thing, an automated system sending out notifications and then to not accepting "requests to push" is another thing.

In short: I don't see any reason, why bodhi should not accept "push requests".
