I wasn't able to get rpm to be silent about /var/log/journal, though,
because of the ACLs:

$ rpm -V systemd
.M.......    /var/log/journal
$ stat /var/log/journal
Access: (2755/drwxr-sr-x)  Uid: (    0/    root)   Gid: (  190/systemd-journal)
$ grep attr *spec
%dir %attr(2755,root,systemd-journal) %{_localstatedir}/log/journal
