This is too vague.  What basis do have the other developers for commenting about how they would be affected, knowing only the above?

How is this related to “expanding… delivery vehicles” as described above?  The F21 cloud image is the original delivery vehicle, not one of the expanded ones.  Is this a copy&paste from one of the other Change proposals, or a missing part in the Detailed Description?
