I filed a bug about this:

Though I wonder if this should be a Change in itself, or a packaging guideline update?

To be clear, this transition doesn't have to happen all at once, only for the packages that
one would want to consume via rpm-ostree.  (Which ideally at some point is all, but
I'm focusing on the core personally)
