gcc and re-initialization of dynamic libraries?

I know that this isn't directly related to Fedora, but I was wondering if anyone had any recommendations on how to proceed with this. clang and icpc generate code that has the correct behavior (or at least what I believe is the correct behavior), but because of some flags that are set by gcc it doesn't re-initialize the dynamic library as expected. Any ideas/suggestions?
