Altering them just to add gcc, make etc. IIRC from the last mass-rebuilds, roughly 1/2 of packages are purely noarch, the other 1/2 is producing binary rpm, which would include gcc in most cases (maybe 95%). The question should be what is the ratio when a BuildRequires should be part of the default build group.
