[initscripts] loadkeys -u by default?

Hi!

I know that Fedora/RedHat tries to push UTF8 everywhere so how about
modifying /etc/rc.d/rc.sysinit to have such a line:

loadkeys -u $KEYMAP < /dev/tty0 > /dev/tty0 2>/dev/null && \

This could resolve some problems with inputing non-US-ASCII characters
on tty1 with Czech, Slovene or Polish keytable:

Unfortunately, I don't know whether it has disadvantages to other
keymaps :/
