IMHO, this is just common sense (it follows from:
1. that %config files already have no business being in /usr,
2. that any file NOT marked %config comes from a Fedora package (and should 
NOT be modified by the local administrator) and
3. that Fedora package contents are publicly available anyway) and should be 
enforced with NO exceptions.
