Well the reason it's not been moved into stable is the same reason all other packages haven't been moved into stable. We're frozen in preparation for F-21 Beta. Like all other packages it'll go into stable once the branch reopens as per standard release process. As for the build override the reason you're having issues is because it's already been submitted as an override that expired on 2014-09-30. If you go and edit the existing override that was created and update the date you'll be able to resubmit the override and build your packages. Let me know if you have issues with that.
