Plan to retire librasterlite and libreatlas

Hello!

librasterlite and libreatlas are both discontinued products.

librasterlite is functionally replaced by librasterlite2, which is not aimed to be compatible with its predecessor. Libreatlas strictly depends on librasterlite. Librasterlite2 is part of Fedora 21.

My idea would be to retire librasterlite and libreatlas in Rawhide. From a dependency point of view, one could remove it from F21 and maybe that's a good idea.
