Does a public meeting need to be held, or can a representative of each
of these groups simply reply with their vote?

We don't have a working Release Candidate yet and we're still working
out the mirror-manager issues, so it seems pretty obvious that we're
No-Go. (Consider that a vote from Engineering, if we are doing it this
way).
