systemctl cant enable services

Hi,

I'm working with a fedora 19 vm but that for some reason cant enable services with systemctl.

[root@node0001 /]# systemctl status httpd.service
httpd.service - The Apache HTTP Server
   Loaded: loaded (/usr/lib/systemd/system/httpd.service; disabled)
   Active: inactive (dead)

[root@node0001 /]# systemctl enable httpd.service 
[root@node0001 /]# systemctl status httpd.service
httpd.service - The Apache HTTP Server
   Loaded: loaded (/usr/lib/systemd/system/httpd.service; disabled)
   Active: inactive (dead)

[root@node0001 /]# 

And the system dont create the link httpd.service in /etc/systemd/system/multi-user.target.wants/.

Someone can help
