That would be a lot of waste. Only a small subset of packages are
affected. Why shouldn't we just rebuild the ones that are affected?

If it's affected by this bug, the maintainer(s) should notice, the
user(s) should notice and simply rebuilding it should fix it, there's
tons of time to do that before f21.
