For the last release of appstream-glib I relaxed the requirement that the metadata file had to be a content license, and for the next release I'll make it so you can specify both kinds of license in the metadata like you want. If you can build appstream-glib (e.g. using jhbuild) then it should just work for you. I'll push a new release into Fedora for the .91 GNOME beta which is coming up next week I believe.
