Trivial bug fixing across the project seems to be a reasonable
justification for giving out proven packager status.

As long as people
know their limitations so that not too many mistakes get made.
Your last sentence is the point, which makes me reluctant on the OPs proposal.

Unfortunately, Fedora has seen too many people who were not aware about the limitations of their skills and too many people, who were mixing up personal preference and stylishness with actual bugs.
