AFAIS,

- this pkgdb-URL is redundant to the contents of the RPM
=> This pkgdb URL will gradually diverge and become inconsistent to the RPMs' contents.

- this pkgdb-URL will require SCM-requests, whenever an upstream-URL changes == more and additional bureaucracy.

- how to handle this Upstream-URL for packages without upstream URL?
Inside of RPMS, The URL:-tag is optional, i.e. there has never been a strict requirement to have an upstream URL.
