It's got some other weirdness -- one is misunderstanding the meaning of /usr/share ("do not use /usr/share for things which are not shared between packages"), but the original intention is kind of absorbed into the multilib proposal anyway. And calling /usr/libexec "Fedora-only" is of course kind of funny.
