As I'm unfamiliar with EPEL, would the following change be the right
approach (per my current efforts on addressing Python3 support for
python-isodate in
https://bugzilla.redhat.com/show_bug.cgi?id=1031321):

-%if 0%{?fedora} >= 11 || 0%{?rhel} >= 6
-BuildRequires:  python-setuptools-devel
-%else
 BuildRequires:  python-setuptools
-%endif
