That's what's going to happen, because there's nothing that enforces that 
foo-config-default MUST be the one used by default. It's only preferred at 
install time due to being the first alternative in the "or" (assuming the 
preference algorithm really gets implemented like that), but once another 
foo-config-* is installed, nothing enforces a switch to -default.
