NO!

Especially not for something like this. There is no requirement for a test 
suite to exist, and there should not be such a requirement. If the test 
suite does not exist upstream, it is not the Fedora maintainer's job to 
write one! Even where upstream does include a test suite, there are 
legitimate reasons for not running it. (In particular, often, running the 
tests takes a lot longer than the actual build. There are also test suites 
with so many expected failures which are not marked as such that the output 
is just useless.)

Please do not mass-spam bugs for this kind of "issue".
