Almost anything is more comfortable than Bugzilla.

Because a large percentage of our package maintainers are not upstream
developers.  It might be valid to point out there's no testsuite, but
expecting them to fix it in a Fedora package isn't correct.  It needs
to be done upstream and included from there.
