and "qt4-devel" is a virtual Provides for qt-devel-4*,
so BR qt4-devel or BR qt-devel >= 1:4
Yup, using qt4-devel got it... It gets a little confusing when qt-devel on Fedora is version 4, but on EPEL, is version 3.
