As I understand it, it's a libappstream-kind-thing that takes the xml files as inputs and exposes a GObject API. gnome-software doesn't use this right now, but might in the future. At the moment large parts of gnome-software are performance critical, and that includes loading the XML files, so it would need some careful profiling before even considering this as a dep.
