By looking into this page http://fedoraproject.org/PackageReviewStatus/NEEDSPONSOR.html , I see 60 people are need to
be sponsored in the packager group. Are your numbers for all the available groups in FAS?

which is - all bugs which blocks FE-NEEDSPONSOR - which include BZ with review flag set to "?". And yes, some BZs have same reporter.
