systemd no longer creating /var/log/journal?

Back in May, the systemd package was changed to enable journal persistancy
by default, by creating /var/log/journal. It appears to no longer do this;
at least, it isn't in the cloud images and I don't see anything in the
specfile (although there are some commands dealing with the _permissions_ of
that file).

Since we still have rsyslog as a cloud-init dependency (it's complicated)
and are basically planning to resolve that issue as we figure out the
separate cloud product, I don't _mind_ not double-logging (even if I think
the journal is the better long-term approach, for now I do prefer one or
the other), but I wanted to know what's going on here and whether it's
intentional.
