IMHO it's about selecting different features at package build time.
As rpm supports macros, you would test some macro, e.g. %fedora_version
That's a SUSE-ism. Fedora's rpm utilizes %fedora.
or %_vendor.
3rd parties often override %_vendor, so this would not work well.
