F20b Some characters seems to not to display ok on Virtual Terminals (but the keymap seems to be ok)

Hi,

I am not sure what to exactly report to bugzilla, this is my issue:

I did install F20b TC4 and selected Spanish/Argentina at the Welcome
Screen, then later i switched the keyboard to Spanish. The install (i
selected Minimal) had no issues.

After booting, i noticed that some characters are not displayed ok (at
first i suspected a wrong keymap but that does not appear to be the
case).

The command locale shows that it is set to es_AR.UTF-8 and  the
contents of /ect/vconsole.conf shows Keymap="ES" and
FONT="latarcyrheb-sun16".

The 'ñ' is displayed as a "Arrow_Down" character. I echoed it and
copied to a file which i transfered to a F19 host and is is displayed
there it is shown as a 'ñ'.

Also the '€' is affected, it is displayed as a '¡'.

Is this a known issue?
