In my previous email when I wrote "not some side repo", I meant to
imply "not SCL". It's not possible to build packages within EPEL that
have hard dependencies on the ruby193 SCL. Without the legwork to get
all of that into EPEL, we'd just have some RPMs in yet another side
repo. To me, that feels like a step backwards when koji-web is already
present in Fedora and EPEL.
