I think Debian does that by having a special mirror that use date
information in the url. See http://snapshot.debian.org/

So http://snapshot.debian.org/yesterday serve the debian set of package
as seen yesterday, etc, etc

That use some fuse magic, according to a quick check of
http://anonscm.debian.org/gitweb/?p=mirror/snapshot.debian.org.git;a=tree
( and it was based on pdumpfs before )
