noarch subpackages are built everywhere and compared to each other to
make sure they are exactly the same. but noarch builds only happen on
one arch. its picked at random. it happened that the mass rebuild
almost every noarch only build was done on ARM, this was because of the
greater capacity there. that packages assumed x86 only when building is
a bug in the packaging. maybe we should look at building on every arch
and comparing the results.  in the case of the mass rebuild it would
still be going if it was the case.
