Why RCs on different locations? (was: FC3rc2 - please test)

why aren't RCs published on downloads.fedora.redhat.com which is
automatically mirrored by several locations world-wide?

It could have been

test/2.99.1 for rc1
test/2.99.2 for rc2

etc.

But perhaps limiting the scope is intended for some reason?

And as aside note: what should bugs be filed against? Bugzilla has no
fc3rcN, in the current selection only "devel" would make sense.
