this is because on noarch builds koji sets the target to yums basearch.
in the case or armhfp the basearch is invalid according to autoconf.
arm and armv* are valid, I have patched koji to use arm for noarch
packages where the basearch is armhfp. this wasnt seen before because
noarch only builds were directly imported since they are supposed to
run anywhere, it just didn't make sense to rebuild them. but its fixed
in production now.
