orphan the packages and take over

I've been working on these, so I've taken them

These are dead upstream (replaced by others) and so I've retired them:

python-TraitsGUI
python-TraitsBackendQt
python-EnthoughtBase
> python-EnvisagePlugins
> python-EnvisageCore

I was a co-maintainer for this, but I don't need it anymore so I've removed myself. Perhaps someone else can pick it up.
