Could go either way on this. The application itself will be fairly
self-contained. You are correct that there are changes to other parts of
the distribution involved here. Some are more or less independent
(batching updates), others are hard requirements (additional metadata)
to implement the desired UX.

I'll change this to 'system-wide' next week, after discussing some of
the details with Richard.
