Yes, Ryu is a framework for Software Defined Networking(SDN).
_Network_ Operating System(NOS) is a terminology for such framework in the
context of SDN.
Ryu should be compared to OpenFlow controller or SDN framework like
Floodlight, Open daylight. Not Linux kernel nor Linux distribution.

I added a small supplement on a terminology, NOS.
What else is missing?
