But they reformat everything by hand. For a representative example,

And every single update has a high-quality description of what
specifically has been fixed in that update, completely separate from the
RPM log.

Aside: the SUSE .changes file is included in the .spec by a macro (%
changelog). This makes the .specs themselves about 10x smaller than
Fedora .specs, and accordingly much easier to scroll through and work
with.
