That's the dangerous noarch -> arch switch. khrplatform-devel.noarch
is an old subpackage from "mesa".

Package mesa-libEGL-devel for both i686 and x86_64 Obsoletes and Provides
khrplatform-devel:
  http://koji.fedoraproject.org/koji/buildinfo?buildID=427384
