There's this bug https://bugzilla.redhat.com/show_bug.cgi?id=915247
You could --exclude=systemtap-sdt-devel* to get past it if you don't
need this package.
yum --exclude=systemtap-sdt-devel* groupinstall development-tools
still gives the same errors . .
