That is actually quite untrue, you know.  You can see various routes to
becoming a package maintainer at
https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group

Then if they want additional maintainers, why not use the existing
procedure for that?  It only takes one trac ticket.
