I guess the rational behind a date based approach is that this way entries do not disappear unexpectedly. As I understand it the feature is meant to be used on a per package basis. This way you can just add new entries without bothering about the change log trimming and from time to time (e.g. once a year) adjust the date to something more appropriate.
