Your proposals keep failing because they run contrary to the unwritten
rules rather than canonifying them.

their name should be suffixed by version string.

Ah, ok, so let me quote you [1]:

"compat-foo is not for packages in Fedora. It is the shared libraries that are necessary for thirdparty packages to run with the old versions of the libraries."

However, there are probably exception in the same sense as my proposal. That is perfectly fine for me. So compat- is probably not a good idea. If you say that, we could have already updated revision of the draft.
