This is debugging territory, not normal usage. You need a key to press to cause the boot manager menu to be displayed. That's my expectation. Not to end up in debug territory when nothing is wrong, which should be the majority case. If your primary task involves debugging, it's reasonable for you to change the default hide menu behavior so that you always see if if you wish. Subjecting most users to this experience for a  production quality OS is unreasonable.
