Javascript packaging guidelines

I am working to become a packager for spice-html5 [1].

Eduardo Echeverria has suggested that I break out the dependent
Javascript libraries into separate packages, which I am now working on.

I am attempting to follow the Javascript library packaging guideline
[2], however I have uncovered an issue with those guidelines [3] -
they specify inconsistent locations for the Apache configuration file.

Being completely new to this process, I'd appreciate guidance on how to
proceed.  Looking at the change history on that Wiki page, it looks like
it's relatively stale.  That suggests I should bull ahead and package as
I see best, and that's what I'll do by default.

But if I should try to shake a tree and force some resolution on the
guidelines instead, here I am, shaking <grin>.
