It's already fixed in 19, and shrink/resize is not 'dropped' from 18
exactly - it's just not present in the 'guided' path. You can still
shrink partitions, but you have to use custom partitioning to do it.

It's already back in the 'guided' dialog in 19.2, with a slider to set
the size.
